Invoice date should be modifiable
When creating an invoice, we should be able to modify its date. Currently, only the due date in modifiable.

The idea here is that administrators should visually know which members have a balance due soon, and which ones haven't paid their balance (which means that they are in default)

Programs should be archivable
An administrator can archive a program that was initially created by him or her. An account owner can archive any program. Once a program is archived, a member can no longer be enrolled.

An invoice should have an issue date and a due date
Currently, an invoice only has an issue date. But there should also be a due date that is specified by the administrator.
